Are they still testing at the border or pretty much letting people through?

My Brother-in-law came across the border last week.

They let him through but gave him a Covid test kit that he had to submit within 24 hours .
This morning I heard on the radio that this is what they will be doing at the border.
Randomly picking people to submit the test results on line.
