transport Leeches/ worms

Hi guys with all the new bait/zone regulation, i was wondering he you can bring Leeches and worms from Ontario to Quebec, I know in Ontario now you can't transport baits from one zone to the other and you need your receipt .If anybody can clarify me on this. Thanks..Chumy.
